Once selected for this important position at SSA, you will affect the Agency's mission by aserving as a Special Agent in the Office of Investigations (OI), Office of the Inspector General (OIG), Social Security Administration (SSA) with the responsibility for planning, conducting and coordinating extremely complex and highly sensitive investigations related to fraud, waste, abuse and mismanagement in Agency programs and operations. Incumbent will also provide investigative oversight includes wrongdoing by applicants, grantees, contractors, or by Agency employees in the performance of their official duties; and investigations of violations to Title 18, United States Code, which involves fraud; embezzlement; collusion; conflict of interest; gambling; use, sale or distribution of narcotics; and organized crime.
This position is located in Boston, Massachusetts.

KEY REQUIREMENTS

DUTIES:
Independently conducts extremely complex, difficult, and highly sensitive investigations into criminal and non-criminal cases ... [which] may include violations of Standards of Conduct within the Agency involving high level Agency officials.
Conducts comprehensive research and analysis of cases to determine the applicable laws and the implementing regulations which were violated; and the proof required to support such cases and methods of obtaining them.
Plans, coordinates and initiates contacts with Federal, State, and local officials [in furtherance of criminal investigations].
Develops the full breadth and depth of planning and conducting surveillance of a suspect or various groups of suspects. Serves as the key coordinator for all activities and participants involved in the surveillance. Plans and conducts interviews with suspects, witnesses, and informants in case development. Plans and coordinates the investigative activities of lower graded criminal investigators assigned to assist on extremely complex and sensitive investigations.
Advises Special Agent in Charge and Senior Special Agent on investigative activities and reports including direction and progress of investigation; significant findings and developments; problems or questions of evidence; testimony or law; and actions to be taken on other related matters.
Prepares interim and comprehensive final investigative reports for prosecutive and management officials [including] in cases where programmatic weaknesses were identified in the investigative process.
Possess and use bilingual skills to conduct investigative work with non-English speaking individuals.
QUALIFICATIONS REQUIRED:
To qualify at the GS-13 level applicants must posses at least 52 weeks of specialized experience at the GS-12 level, or equivalent, supervising, leading, or performing work involving planning, conducting, or managing investigations related to alleged or suspected criminal violations of Federal laws. The work involves: 1) recognizing, developing, and presenting evidence to reconstruct events, sequences, time elements, relationships, responsibilities, legal liabilities, and conflicts of interest; 2) conducting investigations in a manner meeting legal and procedural requirements; and 3) providing advice and assistance both in and out of court to the U.S. Attorney's Office during investigations and prosecutions.
Also, applicants must possess an ability to communicate fluently, orally and in writing, in Spanish, in addition to English. This is a selective placement factor. Applicants must have 2 out of the following 3 experiences to qualify:
Experience translating written materials from English to Spanish and Spanish to English.
Experience communicating orally as a liaison between English and Spanish speakers.
Experience explaining technical concepts in both English and Spanish.
In addition to the minimum qualifications, applicants must be eligible under one of the following categories:
Former Federal employees eligible under CTAP or ICTAP.
Veterans who are eligible for preference OR who have been separated from the armed forces under honorable conditions after 3 years or more of continuous service may apply. This includes veterans who were separated a few days before the full 3-year period.

Ability to work with others, including Federal, State, and local law enforcement agencies.
Ability to communicate orally and in writing.

Your application will be evaluated under the Category Rating method, based on your responses to the Assessment Questions. If you meet the basic requirements for the position, your application will be evaluated and placed into one of three categories:
1 - Qualified Category - Candidates who meet the Minimum Qualification Requirements.
2 - Well Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a satisfactory level of the knowledge, skills, and abilities necessary to perform the duties of the position.
3 - Best Qualified Category - Candidates who meet the Minimum Qualification Requirements and demonstrate a high level of the knowledge, skills, and abilities necessary to perform the duties of the position.
Candidates eligible for veterans' preference will be placed ahead of other candidates in the appropriate category for which they have been rated. Additionally, preference eligibles who have a compensable service-connected disability of at least 10 percent and who meet the Minimum Qualification Requirements will automatically be placed in the Best Qualified Category.
