Jobing Description

Provides information and assistance to all agency employees and managers on all payroll and benefits issues, including the implementation of MassHR initiatives such as Self-Serv Time & Attendance. Provides clarification of HRD and agency policies and procedures and the provisions of collective bargaining procedures and the Red Book.

Manages the HRCMS Program - coordinates rules approvals, transaction processing, labor distribution, time collection, appropriation account monitoring, payroll and labor distribution posting, etc. Recommends policy and procedural improvements to HRCMS program to enhance accurate data collection and accurate appropriation charges. Works with OFA Fiscal Managers to share information and assist in managing appropriations. Provides technical and procedural guidance to project office budget and personnel liaisons on HRCMS/LCM program.

Serves as agency Benefits Coordinator distributes information, responds to individual inquiries, maintains liaison with benefit providers and agencies, and resolves employee payroll or benefit problems. Coordinates all GIC benefit programs, including open enrollments, and other optional employee benefit programs, including Deferred Compensation, flexible spending accounts, MBTA benefits, COMECC, SERV, EILB etc. Manages payroll deductions for all mandated programs and voluntary requested benefits programs.

Coordinates and maintains all Personnel Information database and employee evaluation data. Prepares reports as required from HRCMS, Warehouse queries, Document Direct, or personnel database.

Coordinates New Employee Orientation Program - develops new employee information packets and meets with new employees to provide information, guidance, and clarification of DCAM s benefits and policies..

Coordinates Employee Exit Interview Process, including providing information on benefits, eligibility for transfer, etc.

Assists Director of Human Resources as needed with confidential labor relations issues, reports, and investigations. Participates in special projects - reductions in force, union grievances, civil service issues, etc.

Oversees maintenance, ordering and distribution of HR related supplies. Ensures paperwork is prepared, timely and processed accurately.

Evaluates Unit database and tracking systems to recommend enhancements to various systems. Reviews reports and documents to ensure accuracy and completeness prior to submittal to senior staff. Oversees records retention and archiving.

Supervises staff assigns tasks, provides guidance and assistance, reviews work products, provides on the job training, provides for external training as needed, evaluates performance, etc.

May provide recommendations on job classification, salary recruitment rates and related human resources activities; conducts job analysis, reviews job specifications, processes human resources transactions on the Human Resources Compensation Management System (HRCMS), and reviews requests to hire in the Notice of Intent to Hire (NIH) system. Ensures adherence to Commonwealth classification and compensation system and hiring processes.

Qualifications:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.

SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's license may be required.

Preferred Qualifications:

1. Applicants must have knowledge of the principles and practices of management, including planning, organizing, directing, motivation, controlling (structure, budget, policies and procedures. Incumbent must also have extensive knowledge of the Commonwealth s HR and payroll business practices, including the ability to understand, apply and interpret policies, provisions and related procedures. In addition Applicants should have a working knowledge and related skills associated with the Commonwealth s HRCMS application with knowledge of the PeopleSoft software preferred. Extensive knowledge and skills required for navigation within a Client Server/Windows environment.

2. Must be able to understand and give written and oral instructions in a precise, understandable manner, including the ability to write concisely, to express thoughts clearly, and to develop and give oral and computer based presentations before diverse audiences. Furthermore, must be able to develop and maintain positive working relationships with Business Partners, Other department HRCMS team members and other HR end users, including the ability to organize and coordinate work with others to achieve stated objectives. Applicants must also have the requisite knowledge and skills to perform analytical tasks associated with the various functional analysis.

3. Knowledge of the laws, rules, regulations and procedures of the Commonwealth HR System. Demonstrated knowledge of the LCM and HRCMS systems.

4. Knowledge of the state budgetary procedures relating to positions, salaries, and personnel services.

5. Knowledge of the laws, rules, policies, and procedures governing bond fund appropriation management of other agency departments that interact with HR.

6. Knowledge of the state procedures governing the purchasing and requisition of supplies, contracts and equipment.

7. Knowledge of the state accounting and budgetary procedures including terminology.
